Guangdong unveils regulations to boost high-quality development of manufacturing sector

On January 19, Guangdong unveiled the Regulations on Promoting High-Quality Development of the Manufacturing Industry in Guangdong, which will take effect on March 1, 2024.


The Regulations consist of 44 articles across 6 chapters to promote new industrialization, covering the fields of manufacturing industry development and platform construction, investment promotion and enterprise development, factor allocation, and supportive services.

Promoting the high-end, intelligent, green, and clustered development of the manufacturing industry is emphasized in the Regulations. Guangdong will promote the opening and sharing of major scientific research infrastructure and large-scale scientific research instruments with manufacturing enterprises, and support scientific research institutions, universities, and manufacturing enterprises in carrying out order-based R&D projects.

According to the Regulations, Guangdong will support enterprises in adopting new technologies, new processes, new equipment, and new materials to upgrade existing facilities, process conditions, and production services. Manufacturing enterprises will also be supported in setting up R&D institutions, increasing R&D investment, and introducing and training scientific and technological talent. The joint innovation of upstream and downstream enterprises in the industrial chain will also be boosted.

In terms of industrial park development, Guangdong will promote the construction of large-scale industrial agglomerations and platforms for industrial transfer. Industrial parks in eastern, western, and northern parts of the province will be supported to undertake industrial transfers from the Pearl River Delta region.

Guangdong has established eight industrial clusters, each with a value of over one trillion RMB. There are more than 71 thousand industrial enterprises above the designated size in Guangdong, accounting for about one seventh of the country. In 2023, it is estimated that the business income of industrial enterprises above the designated size in Guangdong will exceed 18 trillion RMB, accounting for about one eighth of the country's total.
