China (Guangzhou) International Trade Single Window (Single Window) is a nonprofit public service platform launched by Office of Port of Guangzhou Municipal People's Government, together with Guangzhou Customs District, Huangpu Customs District, Guangzhou Entry-Exit Frontier Inspection Station, Guangzhou Maritime Safety Administration, Guangdong Branch of State Administration of Foreign Exchange, Guangzhou Municipal Tax Service of State Taxation Bureau , Guangzhou Municipal Industry and Information Technology Bureau, Guangzhou Municipal Transportation Bureau, Guangzhou Municipal Commerce Bureau, Guangzhou Management Committee of Airport Economic Zone, Huangpu District, Nansha District, Guangzhou Electronic Port Management Co., Ltd. , among other organizations.
The Single Window enables companies of international trade and transportation to process information in unified forms and submit all the formatted documents and electronic information required by competent authorities only once on the one-stop platform. Moreover, it allows departments in charge to give feedback to the applicants on the processing, and regulate the procedure in cooperation through shared resources in line with defined rules.
The efficient service model of “one submission based on one standard to one platform” serves as the bridge between companies and regulators, integrating the regulation and information for public services.
Its users are mainly consignors, forwarders, customs brokers, shipping agencies, ports, carriers, and other relevant businesses in international trade and logistics.
The current Single Window 2.0 includes the following modules: cargo declaration, transportation declaration, manifest declaration, cross-border e-commerce, international exhibition, international mail and express, logistics tracking, logistics services, import and export license, business qualification, payment and settlement, and information query.
Cargo Declaration: Companies can submit at once the data and enclosed documents for customs declaration and inspection. Convenient functions like Excel data import, API integration and regular settings are available to speed up the procedure.
Transportation Declaration: The module encompasses electronic documentation for ship on international voyages, online confirmation and application for release of ships, ship certificate sharing, declaration of aircrafts, and online application for release of aircrafts.
The first three enable application for international cruises on the platform to customs, frontier inspection points, maritime administration and port authorities, and the processing by relevant inspectors can be checked in the unit of online confirmation and application for release of ships, delivering electronic documentation such as export contact forms and export licenses. Declaration of aircrafts allows online registration of aircrafts and query of flight records, and online application for release of aircrafts means that customs can now authorize the release of aircrafts paperlessly.
In the case of manifest declaration, businesses can input, import or integrate API to submit to the customs such documents as original manifests, pre-allocated manifests, loading manifests, arrival reports, tally reports, and international transshipment permits, and can also check the approval results.
Cross-border E-commerce: Procedures for bonded imports and direct purchase imports are improved through the verification of orders, shipping bills and payments whose declaration are lately required by customs.
The platform is in synergy with the system of industrial parks, adding cross-border logistics information services like declaration of master bill of lading, park entry application, delivery confirmation, and tally reports.
In the principle of information sharing, mutual recognition of regulation and mutual assistance in law enforcement, different customs gates provide faster clearance through the joint inspection based on the Single Window and enabled by the cooperative operations and quick dual examination in one step.
The module will be further upgraded and improved to deliver more stable and efficient customs clearance information to enterprises through the government cloud, develop new units for sharing the cross-border e-commerce information concerning customs, tax services and foreign exchanges, and increase functions including consumer information, good quality source-tracking and management, instant message notification, and mobile app. In addition, the website will be integrated with the official cross-border customs clearance system of the General Administration of Customs as required, so as to build the Single Window into a public service platform for cross-border e-commerce covering the entire city and make customs clearance more convenient to companies.
International Exhibition: The module includes exhibition registration, exhibit registration and exhibit write-off.
On the platform, exhibition agents can input the information of exhibition, exhibit registration and write-off at one time, simplifying the customs declaration and clearance.
International Mail and Express: The module includes international mails and international expresses.
Under the module, companies can receive feedback on the results of declaration, inspection and approval for inbound and outbound mails and expresses.
Logistics Tracking: The module includes loading/unloading permits, joint boarding inspection of ships, joint boarding inspection of aircrafts, ship monitoring, and cargo monitoring.
The unit of loading/unloading permits allows Huangpu Customs District to deliver approved loading.unloading permits to supervisors via the Single Window, saving companies the time for waiting and printing.
The unit of joint boarding of ships enables customs, frontier inspection points and maritime authorities to publicize inspection plans and share results, giving more convenience to the procedure for different departments.
The unit of joint boarding of aircrafts enables customs and frontier inspection authorities to publicize inspection plans and share results, rendering the procedure more convenient for different departments.
The unit of ship monitoring is set for customs and frontier inspection points to look up the AIS data and better track and monitor the ship trajectory.
The unit of cargo monitoring makes the full-procedure monitoring of cargo possible through the collection of customs entry and exit, loading and unloading, and storage combined with data used in customs declaration and inspection.
Logistics Services: The module includes barging.
Manifests of barges are collected and sent to different inspectors in unified formats, saving ports the time to modify the different formats by mail, fax and data exchange and strengthening synergy between shipping agents and supervisors.
Import and Export License: The module covers all the licenses needed to submit to the competent authorities for the imports and exports.
Detailed operations include export license application, Temporary Textile Export License application, application for import and export license of dual-use items and technologies, import license application, application for import documents of mechanical and electrical products, Application for automatic import license of non-mechanical and electrical products, and application for chemical fertilizer import tariff quotas.
Business Qualification: Under the module, qualifications for business registration, customs declaration, customs inspection, and qualifications of shipping agencies, port operators, and dangerous goods operators can be checked, and the shipping agencies can be registered on the website, enabling sharing of business qualifications and permits among customs, frontier inspection points, maritime administration, port authorities, industrial and commercial department, tax administration, and transportation.
Payment and Settlement: Enterprises can pay tariffs, settle foreign exchanges, apply for export rebates and check the rebate processing on the Single Window.
Information Query: Companies can track all links of declaration including carriers, containers, customs clearance, handling or cargo, so as to arrange for the logistics.
