Guangdong focuses on promoting manufacturing industry and attracting headquarter enterprises

Guangdong has two priorities of investment promotion, including the investment attraction of manufacturing industry and the investment promotion of headquarter enterprises, said Zhao Qing, Deputy Director-General of the Department of Commerce of Guangdong Province at the 2022 Global Investment Promotion Conference for the GBA on December 21.
In addition, there are portfolio measures and policies encompassing fiscal incentives, taxation, scientific and technological innovation, finance, land, energy, labor and environmental protection.
In detail, Zhao introduced the province's supporting policies in the business and commercial area. Guangdong has unveiled a variety of foreign investment award and subsidy policies, such as the "Ten Measures for Foreign Investment Promotion".
According to the measures, new projects with paid-in foreign capital exceeding 50 million USD, capital increase projects exceeding 30 million USD (except real estate industry, finance and quasi-finance industry) and headquarters or regional headquarters of foreign multinational companies exceeding 10 million USD, they will be granted a reward of 2% of their investment of the year, which is up to 100 million RMB.
Currently, Guangdong has rewarded more than 200 qualified foreign-invested projects or enterprises with over 3.5 billion RMB.
As for policy of multinational companies' regional headquarters in Guangdong, for the accredited regional headquarters of multinational companies, if their contribution to the provincial fiscal year exceeds 100 million RMB for the first time, they are entitled to a one-time reward of 30% of the due contribution to the provincial fiscal year.
The province also launches policies and measures to support foreign R&D centers. For instance, if a company is identified as a foreign-funded R&D center, it will be eligible for import tax policies supporting scientific and technological innovation during the 14th Five-Year Plan period. That includes a full refund of value-added tax for purchased domestic equipment.
There are also some supporting policies for Pilot Free Trade Zone (FTZ) in Guangdong. For instance, Hong Kong and Macao service providers may invest in setting up travel agencies in the FTZ. Also, Guangdong, Hong Kong and Macao law firms are allowed to launch joint venture trials.
