Nansha announced 77 strategies to improve its business environment on August 1st and highlighted that the district started making use of 5G and AI in providing public services so that people can enjoy the actual convenience brought by these cutting-edge technologies.
5G networks to speed up administrative services
Nansha had its administrative service center covered by 5G networks recently, making it as the first administrative center to launch 5G services in China. People can experience the speed of 5G as long as they log on the center’s Wi-Fi even through they don’t have 5G phones.
An officer said 5G enables citizens to upload and download large-sized files in seconds when dealing with their applications. It will also fasten a series of digital services including facial identification and online queuing as most of the center’s administrative services have been digitalized.
In the next step, Nansha will keep exploring the possibility of using 5G in public services, for example, allowing officers to handle applications from the other side of the world, gain instant data transfer and feedback from other departments, and eventually complete online examination and approval on spot via a mobile device.
AI self-service machine helps young entrepreneurs on tax problems
Nansha has set up a tax service station in the CIC2, the incubator for young entrepreneurs from Guangdong, Hong Kong and Macao in the district. The station integrates AI and big data technologies to provide 24-hour tax-related services. With the machines of the station, entrepreneurs are able to gain guidance through ‘facetiming’ tax officers and claim their tax downstairs of their offices.
Since the station was launched in April, it has serviced more than 380 start-ups established by youths from Guangdong, Hong Kong and Macao, and handled over 2600 cases.
Multiple strategies to offer international legal services
Being a major port in South China, Nansha is building a Belt and Road legal services cluster to feed the increasing demand of international legal services. The district has clustered 24 legal institutions, recruited a team of oversea mediators and started providing a series of convenient services for expats.
The Nansha Procuratorate recently launched a Chinese, English and Portuguese trilingual service which aims to declare the rights and obligations more professionally and directly to oversea parties instead of relying on a third-party agency.
The Nansha Court provides multilingual litigation services by using the iFlytek translator which adopts AI technology in voice identification and provide automatic translation service. In the first half of 2019, the court has handled 396 cases that involved oversea, Hong Kong and Macao parties, which increased 582.7 percent compared to last year.
In April, Nansha and Huangpu have been selected as two of the pilot districts for business environment optimization according to the plan released by the Guangzhou government. The 77 strategies are considered as Nansha’s efforts to start a new round of reform and bring actual changes.
Xu Yuqi, Deputy Director of Nansha’s Innovation Bureau, highlighted that the strategies are in line with China’s development plan such as the Belt and Road Initiative and the development plan of Guangdong-Hong Kong-Macao Greater Bay Area. It’s also the first time to introduce the Principle of Competitive Neutrality and bring up trade digitization. It aims to build a ‘credit+supervision’ centered market supervision system, with improved legal services and more convenient public services.
